Oscar Padilla has been working as program manager, Mexico’s monitoring and evaluation specialist and consultant for international development consultancy firms.

Oscar Arturo Padilla Sánchez has been a project manager related to organizational development and software implementation for 10 years in public institutions. Public servant and consultant in monitoring and evaluation (M&E) for international firms (USAID, UK Prosperity Fund).

Profesionnal overview

He provided consultancy with the purpose of strengthening monitoring and evaluation (M&E) capacities within Mexico’s government institutions. Aiming to motivate the improvement of processes, data-driven decisions, and innovation in institutions of the Mexico justice system (Attorney’s Offices, Courts, and Public Defenders’ Offices) with funding from the USA government through its USAID program (CLA collaboration, learning, adapt, MEL plan Monitoring, evaluation and learning, TOC theory of change). He has a good understanding of Mexico’s Rule of Law within government and from the civil society organizations perspective.

He is a multifunctional person. Despite I have had manager positions, I am hands-on so I can do other operations activities.

He has led digital transformation projects, software development, capacity building, and innovation aiming to improve the organization’s performance.

He has applied coaching and facilitation methods for helping teams to catalyze their results (productivity and effectiveness) with a systemic approach under the methodology of the Rapid Results Institute and SCRUM.

He has supported and led digital transformation implementation, and software development projects to detonate innovation, process digitization, and their quality within Mexico’s criminal justice system.

He has been working to foster a culture of monitoring, evaluation, quality, and innovation, through training personnel of institutions on topics such as ISO 9001, continuous improvement groups, data management, data-driven decisions, compliance, Design Thinking, UX research, and the implementation of innovation management systems across various organizations in Mexico.

He has been participating as a guest speaker in courses and workshops regarding justice systems performance evaluation, digital transformation, computer crime, and computer forensics. Some of the institutions with which he has participated are UNIPOL, Aspen Institute, San Luis Potosi University.
